The newest VSPS project focuses on sharing the V4 countries’ experiences in combating corruption among the Western Balkan countries (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, Serbia). Program objectives include identifying the gaps in combating corruption in the Western Balkans, sharing the V4 experiences in the field, and equipping chosen participants with skills and knowledge necessary to improve anticorruption measures in their countries. The program is organized in cooperation with the Belgrade Fund for Political Excellence (Serbia), Academy of Political Studies (Albania), (Hungary), Prague Diplomatic Academy (Czech Republic), Civil Alliance (Montenegro), Institute for Democracy – “Societas Civilis” (Macedonia) and OSCE Office for Democratic Institutions and Human Rights (Poland). Thanks to generous support of the Council of Europe and the International Visegrad Fund program offers full scholarships.

The project consists of three parts:

13 – 17 June 2016: workshops on corruption organised in Belgrade, Serbia in cooperation with our partner, the Belgrade Fund for Political Excellence
These workshops will focus on improving anticorruption measures and raising social awareness. They will constitute a forum for exchanging experiences between the V4 experts and 30 participants from the 6 Balkan countries and Visegrad. The participants will analyse and define the corruption problem in the Balkan countries through lectures and debates. Then, experts from the V4 countries, which have been successful in combating corruption as a part of the transition process, will help in finding possible solutions. Finally, the participants will be equipped with the skills essential to combating corruption.

12 – 13 July 2016: study visit to Poland, to visit bodies successfully contributing to fighting corruption. P
articipants involved in managing anticorruption bodies visit Polish institutions successful in combating corruption after the transition. It is be supplemented by debates with experts coming from all V4 countries.

A series of 6 open meetings in 6 Balkan cities. The meetings will be held from in March and April 2017.

Town hall meetings will aim at promoting the outcomes & conclusions of the project and cause a ripple effect.


The VSPS Western Balkans Anti-Corruption Forum is open to young professionals from the Czech Republic, Hungary, Poland, Slovakia, Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia. 30 participants will be selected by the EAD and our partners. Participants should be between the ages of 26-40 with 3+ years of experience of active involvement in the field of combating corruption in the Western Balkans. English language competency level C1 is required. The program targets equal representation of female participants.

The program is a scholarship initiative covering all costs except for visa (if applicable). Travel to Belgrade and Warsaw is covered up to 380 euros per person per trip. Participants will be accommodated in twin occupancy, same gender rooms.


All applicants are required to submit a CV, statement of motivation, and essay focusing on combating corruption in V4 and/or Western Balkan countries.
